Elizabeth O’Connell

Elizabeth Carleen O’Connell, owner and executive director of Western Organizational Consultants, facilitates collaborative processes that support the design and implementation of system-wide change and improvement in education, health care, high tech, and faith-based organizations. She is lead designer of the SIFTTM system that assesses environmental and internal organization change forces and aligns leadership development and strategic planning processes to achieve desired outcomes.

In the education sector Elizabeth has assisted over 70 state education agencies and state and local school boards with collaborative systemic change processes, leadership training, and strategic planning retreats. She has facilitated the participatory design and local implementation of K-12 and higher education reform for eight national organizations. She has also assisted medical centers, high tech organizations, and various faith-based associations with collaborative processes for large-scale organizational improvement.

Elizabeth has served as a consultant for several InSites projects, including ones funded by Freeman Foundation related to Asian Studies and the National Science Foundation project on building faculty and institutional evaluation capacity through Communities of Learning, Inquiry, and Practice (CLIPS) in community colleges.

Prior to her current position, Elizabeth served twelve years in the Northwest Regional Educational Laboratory. She acquired her BS degree from University of Oregon Honors College and her Masters of Public Administration studies at Lewis and Clark College.
